<span id="MainContent_MinimumRequirements"><p><strong><u>Preferred Qualifications:</u></strong></p><p>• Bachelor’s degree in Facilities Management, Engineering, Architecture, Public Administration, or a related field (master’s preferred) <strong>AND</strong> 7 years of progressively responsible experience in facilities management or a related field, including at least 3 years in a leadership role.</p><p>• Demonstrated experience managing large-scale capital projects and complex facilities portfolios.</p><p>• Strong knowledge of building systems, construction practices, and regulatory compliance.</p><p>• Proven ability to lead teams, manage budgets, and communicate effectively with diverse stakeholders.</p></span>

<span id="MainContent_PositionSummary"><br><br><p class="ql-align-justify">The Director of Facilities Management is a senior leadership position responsible for overseeing the strategic, operational, and financial performance of Allegheny County’s facilities portfolio. This role ensures the effective planning, development, maintenance, and operation of all County-owned properties. The Director will lead a multidisciplinary team and collaborate with internal and external stakeholders to deliver safe, efficient, and sustainable environments that support the County’s mission and services.</p></span>

</span>
<span id="MainContent_Duties"><br><br><p><strong>Strategic Planning and Management</strong></p><p>• Develop and implement a long-term facilities master plan aligned with County goals and priorities.</p><p>• Lead and/or contribute to strategic initiatives related to sustainability, energy efficiency, and space optimization.</p><p>• Establish performance metrics and reporting systems to evaluate departmental effectiveness.</p><p>• Advise County leadership on facilities-related policy, risk management, and compliance matters.</p><p>• Monitor industry trends and emerging technologies to inform strategic decision-making.</p><p>• Support and adhere to workplace safety initiatives and policies administered by the Office of Worker Safety.</p><p><strong>Capital Projects</strong></p><p>• Oversee the planning, design, and execution of capital improvement projects, including new construction, major renovations, and infrastructure upgrades.</p><p>• Ensure projects are delivered on time, within scope, and on budget while meeting quality and regulatory standards.</p><p>• Coordinate with architects, engineers, contractors, and regulatory agencies throughout project lifecycles.</p><p>• Develop and manage capital project budgets and schedules in collaboration with the Department of Management & Budget and other departments.</p><p><strong>Maintenance and Operations</strong></p><p>• Direct the maintenance and repair of County facilities, systems, and equipment to ensure safety, functionality, and code compliance.</p><p>• Implement preventive maintenance programs and emergency response protocols.</p><p>• Oversee custodial services, groundskeeping, and environmental health and safety programs.</p><p>• Ensure compliance with all applicable federal, state, and local regulations, including ADA, OSHA, and environmental standards.</p><p><strong>Staff Leadership and Oversight</strong></p><p>• Lead, mentor, and develop a diverse team of facilities professionals, including managers, technicians, and administrative staff.</p><p>• Foster a culture of accountability, collaboration, and continuous improvement.</p><p>• Establish clear performance expectations and conduct regular evaluations.</p><p>• Promote workforce development, training, and succession planning.</p><p><strong>Budget and Financial Oversight</strong></p><p>• Develop and manage the department’s annual operating and capital budgets.</p><p>• Monitor expenditures, identify cost-saving opportunities, and ensure fiscal responsibility.</p><p>• Prepare financial reports and present budget recommendations to County leadership.</p><p>• Pursue and manage grants, contracts, and other funding sources to support facilities initiatives.</p></span>
